Staff said the county’s historical rural designation limited eligibility and program benefits from Prop 1‑2‑3 and that changing the designation or securing an AMI waiver could allow the county to apply alternative AMI percentages for some projects for three years. Jackie Willingham, housing program manager, told commissioners the petition would be submitted by the local government and, if accepted by DOH, would be valid for projects within the jurisdiction.
Willingham said staff submitted a draft to DOH and that the state recommended a regional approach; the IGA with the city would allow a collaborative regional petition consistent with the county’s housing needs assessment. Commissioners referenced similar issues raised at the Colorado Counties Incorporated meeting, where smaller jurisdictions missed thresholds by small margins.
The board moved and approved both the petition application and the IGA. Commissioners and staff noted that DOH has a review committee and final approval authority; the county does not control the outcome. Staff said community stories and housing‑need examples would be added to the petition before submission.
The county manager reported the city of Leadville will consider the IGA at its meeting. If DOH approves, the waiver would last three years and apply to eligible Prop 1‑2‑3 funding streams and projects in the jurisdiction. No additional local funding was approved at the meeting; staff will bring forward required documents and community input for the application process.
