DHHL seeks $1.145M for Salesforce migration to speed lease processing and program services

Debbie Oliviano, system modernization project lead, and technical lead Karen Bridal told the commission DHHL is in the final testing stage of an initial migration from the legacy APIC system into Salesforce and requested $1,145,000 to fund the next project phase.
Olivianno said the current phase focuses on Homestead Services Division processes and that a second phase will build out infrastructure, cybersecurity and targeted enhancements. "The current phase... is gonna go live by July," Oliviano said, adding that the funding request would carry the work into subsequent phases.
Why it matters: DHHL staff said the department must process tens of thousands of lease and transaction records, including close to 6,000 new leases and more than 10,000 existing records, and that the legacy paper-based processes and mailing requirements slow approvals and developer/loan coordination. Kalani Franda, speaking in support, said some lenders and partners (American Savings Bank was cited) have adopted the platform and can integrate with DHHL workflows.
Licensing, training and cost control
Commissioners asked about user licenses and reuse if staff depart. Oliviano said licenses are not tied to individual employees and can be reassigned. Staff said DHHL is negotiating quantity discounts with other state entities that use the same Salesforce instance.
Next steps and risks
Staff said the project will require cybersecurity hardening and ongoing enhancements and that funding requested for FY2026 will support the next implementation phase. Commissioners noted the importance of continued training and of maintaining access for district offices with limited internet access.
