Manteca council forms ad hoc committee for interim city attorney recruitment; accepts city attorney resignation in closed session

MANTECA, Calif. — The Manteca City Council on June 12 voted to create an ad hoc 2x2 City Attorney Committee to aid in recruiting an interim city attorney and to provide updates on the department. The council also met in closed session and unanimously accepted the city attorney's resignation; the city attorney's reported last date is July 10, 2025.
City Manager Tony Lundgren said the proposed 2x2 committee would include two council members and city staff to help with recruitment for an interim city attorney and to monitor the transition in the City Attorney's office. The council discussed the committee and its near‑term priority: securing an interim chief legal officer while planning a permanent search.
Council Member Mike Morwood volunteered to serve and outlined the workload facing the City Attorney's office. "There's quite a few things the city attorney's office is working on," Morwood said, then listed items he expects the office to handle in the near term, including successor agency matters, sidewalk and truck court ordinances, development agreement updates, AB 98 work, grant management, public records act compliance, smoke shop ordinance revisions, mobile vendor regulations and ongoing cannabis litigation and outside‑counsel management.
Mayor Gary Singh moved and Vice Mayor Halford seconded a motion to establish the ad hoc 2x2 City Attorney Committee and to appoint Singh and Morwood to serve on it. The motion passed on a 5‑0 vote.
Following the public portion of the meeting the council met in closed session under Government Code section 54957 (public employee matters). According to the closed‑session report delivered at the meeting's conclusion, the council "unanimously accepted the resignation of the city attorney with his last day of employment at the City of Manteca to be July 10, 2025." The city attorney delivered the closed‑session report to the public at the meeting's end; the transcript does not record the attorney's name in the public report.
City Manager Lundgren and several council members offered public thanks and well wishes to the departing city attorney and reiterated the committee's immediate charge to identify an interim replacement and to oversee continuity of legal services.
