On policy 19-30 (public sex-offender registry and background screening), HR and student services staff proposed adding school-sponsored off-site events to the policy and suggested revising the Family Law citation to Section 5-551 of the annotated code of Maryland rather than the previously cited section. The board discussed whether court-ordered terms of release would override district policy; staff confirmed court orders would take precedence and agreed to add clarifying language to the policy. The policy will be posted for comment.
Cecilia Lewis, director of student services, presented edits to policy 36-20 (Protection of Pupil Rights Amendment/PPRA). Proposed changes included adding "guardian" to the definitions and replacing the phrase "psychological problem" with "psychological status," and adding a cross-reference to district policy on resident and nonresident enrollment (policy 3-720). The board approved posting the edits approximately four weeks.
Kevin Hook, director of transportation and athletics, presented policy 3940 (Head Injuries and Concussions) and reported the citations were accurate and no changes were recommended; the board agreed to post the policy for four weeks.
Shichida Warner, director of planning and construction, presented policy 4400 (educational facilities planning) and noted a minor COMAR citation correction; the board authorized posting the policy for approximately 30 days.
Each of the policies above was approved to be posted for public comment as presented or with the minor edits described; the meeting record shows motions and approvals by voice vote for posting.
