The Planning Commission unanimously approved Extension of Time 25-02, granting a one-year extension to Conditional Use Permit 21-13 to allow conversion of a single-family home at 1959 North Macy Street into a religious assembly facility. With the extension the new expiration date was set to April 12, 2026.
Senior Planner Shantel Choi (listed in the hearing as Shantel Choice earlier in the meeting) summarized the project's history: the original CUP was approved in 2022 (Resolution 2022-014), a minor modification in 2024 expanded the addition to 940 square feet, and the commission had previously approved a one-year extension in 2024. Staff said the project is near the end of building plan check and should be able to pull permits once the extension is granted; the only outstanding review was by one division related to sewer infrastructure.
Staff read into the record a public comment from a neighboring resident who identified noise from prayers, concerns about large numbers of people, lack of assigned parking and alleged past incidents (the neighbor said a suspect related to the site broke a car window; a detective has been assigned). The applicant and several community members addressed commissioners in support of the extension. Applicant representatives said Friday prayer uses a small speaker for about 30 minutes weekly (they said the speaker is for the women's section) and that site improvements including privacy walls and additional security will be part of the remodel. The applicant said most outstanding plan-check items were administrative and that the project is ready to move forward once the sewer review clears.
The commission closed the public hearing and approved staff's recommendation by unanimous roll call. Commissioners emphasized the requirement to meet plan-check conditions before permits are issued and noted staff's assurance that plan check was near complete.
