The Lincoln City Council on June 10 approved a tentative parcel map for the Twelve Bridges retail center that will subdivide two parcels totalling 29.7 acres into 14 commercial lots ranging from about one to five acres.
Efren, senior planner for Community Development, told the council the project conforms to the Twelve Bridges Specific Plan and General Development Plan and that the applicant’s team (Pappas Investments) and city staff completed a peer‑reviewed traffic analysis to identify targeted mitigations. The study focused on the 3–4 p.m. peak hour that overlaps with nearby school dismissal times and estimated the project would generate roughly 500 peak‑hour trips, about 40% of which staff characterized as pass‑by trips.
Traffic engineers recommended a partial signal at Driveway B (a new right‑in/right‑out access), signal and lane adjustments at the Colonnade/12 Bridges Drive intersection, striping changes and on‑site traffic‑calming measures such as raised crosswalks. Staff and the peer reviewer said those mitigations would increase intersection capacity, reduce queues and mitigate impacts without major road widening. SP Man, senior engineer, said the largest modeled increase in delay at one intersection was about 19 seconds during the peak hour.
David Berry, representing the applicant, said Pappas Investments intends to own and operate the center. Council members asked about pedestrian access, screening of service areas, and sightlines toward State Route 65. Staff noted one minor wording change to condition No. 9 and included the change in the motion.
Action: Council moved to adopt two resolutions related to the tentative parcel map — including amended condition No. 9 — and approved them by roll call vote: Reedy — Yes; Eklund — Yes; Mayor Pro Tem Brown — Yes; Pearl — Yes; Mayor Andreatta — Yes.
Officials said the project’s final engineering plans will implement the signal and striping changes and that on‑site circulation and pedestrian features will be reviewed at the building‑permit stage.
