The San Bernardino Planning Commission voted unanimously to adopt Resolution 2025-033, finding the city's 2025'16 Capital Improvement Program (CIP) in conformance with the General Plan. The action occurred during the consent calendar on the evening's agenda after staff said the CIP had been adopted by the City Council the prior week.
Staff said Government Code section 65401 requires the commission to make the finding. Commissioners asked one question about whether specific in-lieu fees conditioned for Fifth Street projects appeared in the CIP; staff said there was no specific CIP line item for those fees and that the project manager (Azam Jabscha) who could answer fully was on vacation and staff would provide a follow-up answer at the next meeting.
The commission voted on the resolution by roll call and approved the consent item without further amendment. Chair Sherrick, Vice Chair Quill, Commissioners Ivan Garcia, Galante, Pratt and Orlando Garcia voted yes; the vote was recorded as unanimous.
Why it matters: the general-plan-conformance finding is a required step before funds or projects in the CIP are effected and preserves the council's budgetary action for the official record. Commissioners asked for a follow-up about the disposition of in-lieu fees for Fifth Street, a detail staff promised to return with at the next meeting.
Staff and public follow-up: Public Works Director Lynn Merrill said staff would provide the commission with the detailed accounting for the in-lieu fees when the responsible program manager returns. The commission requested that follow-up be provided at the July 8 meeting.
