Jurupa Valley Planning Commission approves banquet hall, adopts CIP conformance; continues two zoning items

The Jurupa Valley Planning Commission on a unanimous vote with one commissioner absent approved a site development permit for a banquet hall, adopted a resolution finding the city's fiscal year 2025'026 capital improvement program (CIP) projects consistent with the General Plan, and continued two separate items to future meetings.

The commission voted to approve Resolution PC-2025-10, authorizing a site development permit (number 24039MA240888) to locate a banquet hall within a shopping center that staff identified during the hearing as the Hooper Springs Shopping Center (the transcript later also referenced the name "Aruba Springs Shopping Center" and an address of 8822 Lymanet Avenue). Senior Planner Renee Aguilar told commissioners the permit was brought back to the commission following a continued public hearing on May 28 and that staff recommended approval with conditions attached to the staff report.

The commission considered a noise-condition clarification during discussion. Commissioner questions focused on whether amplified and live music would be permitted.
