The Jurupa Valley Planning Commission on a unanimous vote with one commissioner absent approved a site development permit for a banquet hall, adopted a resolution finding the city's fiscal year 2025'026 capital improvement program (CIP) projects consistent with the General Plan, and continued two separate items to future meetings.
The commission voted to approve Resolution PC-2025-10, authorizing a site development permit (number 24039MA240888) to locate a banquet hall within a shopping center that staff identified during the hearing as the Hooper Springs Shopping Center (the transcript later also referenced the name "Aruba Springs Shopping Center" and an address of 8822 Lymanet Avenue). Senior Planner Renee Aguilar told commissioners the permit was brought back to the commission following a continued public hearing on May 28 and that staff recommended approval with conditions attached to the staff report.
The commission considered a noise-condition clarification during discussion. Commissioner questions focused on whether amplified and live music would be permitted. Senior Planner Renee Aguilar said the condition allows amplification and live music so long as "the sound emanating from the sound amplifying equipment or live music is audible to the human ear at a distance greater than 100 feet from the equipment or music" — in other words, the ordinance limits sound to within 100 feet. Deputy Director of Public Works and Assistant City Engineer Maria Frazier presented the CIP conformance report and said staff had identified eight new projects included in the packet, with an estimated total of about $9,100,000. The projects are primarily street, traffic and drainage improvements. Commissioners asked for clarifications about several projects, and Frazier identified the Soto Street drainage improvement location as being on Harupa (transcript variation: "Haruba") Road west of Soto, and noted coordination and partial funding from Riverside County Flood Control on some projects.
During the CIP discussion commissioners asked about several items in planning and design phases: the Camino Real flood-control spillway will be widened to accommodate proposed lane additions and the road widening will require extending the spillway; the Rubedo and 60 Freeway interchange project is in planning and environmental review with Caltrans, and staff said preliminary reports are being completed with a possible move to final design by next spring; and the city has identified a $1 million contribution toward an intersection improvement at Camino Real and Rubedo (as described by staff).
The commission also handled two continuances. The applicant for Item 5 requested a one-year extension for a tentative parcel map and a CEQA finding; the commission continued that item to the July 9 Planning Commission meeting at the applicant's request. Item 6, a proposed zoning code amendment to chapter 9.275 of the Jurupa Valley Municipal Code pertaining to wireless communication facilities (and the accompanying CEQA determination), was continued to a future date to be determined.

Commissioners and staff also used the latter portion of the meeting for staff and commissioner reports. Public Works answered detailed questions about project locations and funding sources, asked staff to provide an exhibit for the Soto/Harupa drainage work, and discussed public outreach and coordination with Caltrans on the Rubedo/60 interchange. Commissioners thanked staff for recent tree plantings along Bain Street and for the city's role in the recent Jurupa Valley Pro Rodeo. Staff announced upcoming community meetings on code enforcement, a small-business workshop for e-commerce on June 18, the Juneteenth City Hall closure and a free dog wellness mobile clinic on June 25.
