Councilmember Manos moved to introduce the ordinance by title only and waive further reading; Mayor Pro Tem McGee seconded. The motion passed 4‑0.
City staff said contracts under the authority would continue to go through existing review processes and that the change is intended to modestly reduce administrative steps for smaller purchases or services.
No additional public hearings or council votes on the ordinance were recorded at the meeting; the item was introduced and the reading was waived.
