Personnel committee recommends John Schluter as Dane County Department of Human Services director

The Personnel & Finance Committee on June 9 voted to recommend John Schluter as director of the Dane County Department of Human Services after the county executive selected Schluter from a multi-stage national search.
County staff described a recruitment run by MGT (formerly Government and HR) that attracted 79 total applications across rounds. According to staff, the search included screening interviews, finalist interviews with the county executive in April and opportunities for county board members and Health & Human Needs Committee leadership to meet finalists before the nomination.
John Schluter introduced himself to the committee and described his background in social work, criminal justice reform and 22 years with the Social Security Administration, where he oversees program operations for Illinois and Wisconsin. He said his priority is returning to local social service work and working closely with division managers to build on existing expertise.
Committee members asked about public input during the search. County staff and the chief of staff said public questions submitted during an earlier round were incorporated into interview questions for the final round; HHN leadership and county board leadership had opportunities to meet finalists. Several committee members praised the executive for providing additional engagement opportunities during the final round and said they found the process fair given the need for speed under a looming budget process.
Supervisor Brower moved the recommendation; the committee approved the appointment by voice vote. One supervisor recorded a dissent or abstention in the transcript record during the post-vote clarification, but the motion passed at the meeting.
Schluter said he had met with division managers and planned to rely on their subject-matter expertise while focusing on leadership, partnerships and criminal justice reform issues that intersect with human services.
