Council adds community-benefit-district procedures to municipal code

The El Cajon City Council introduced and read the title to an ordinance June 10 that adds Chapter 2.9 to the municipal code to establish procedures for forming community benefit districts.
Assistant City Manager Vince Dimaggio said community benefit districts use the same statutory framework as property business improvement districts (PBIDs) but with different voting and timeline requirements. Staff noted the ordinance is citywide and could be used by any group wishing to form a special-assessment district; staff cited the downtown Business Partners as one potential future user when that downtown assessment comes up for renewal.
No public speakers addressed the item; the council moved to introduce the ordinance and the motion carried unanimously.
