City presents AB 2561 vacancy report: overall citywide vacancy rate 8%

Human Resources presented the city’s required annual report under Assembly Bill 2561 to the El Cajon City Council on June 10 and the council voted unanimously to receive the report.
HR manager Megan Blake told the council AB 2561 (Gov. Code §3502.3) requires local agencies to track and present vacancy rates and to provide additional information if a bargaining group reports a vacancy rate of 20% or more. Blake reported vacancy rates as of Dec. 31, 2024: executive and unrepresented employees 7%; El Cajon Municipal Employees Association 15%; El Cajon Professional Firefighters Association 5%; El Cajon Police Officers Association 1%; El Cajon Police Officers Association Management Group 0%; El Cajon Mid Management and Professional Employees Group 5%. The overall citywide vacancy rate was 8% and no group met the 20% threshold to request further details.
Blake also summarized recruitment and retention efforts: postings on governmentjobs.com and profession-specific sites, outreach at career fairs, internship programs with San Diego State and local high schools, social-media recruiting and internal wellness and retention programming. Blake said the city’s internship and cadet/reserve programs have helped convert some participants into full-time staff.
Council members praised HR’s outreach efforts and moved to receive the report.
