Council moves ordinance on dumpster‑service standards and approves engineering manual updates to comply with House Bill 443

Councilmember LaGree, reporting out from the committee, said the committee voted on June 10 to place an ordinance on the docket for reading at the June 12 council meeting that would amend portions of the Urban‑County Code of Ordinances related to dumpster service standards. "Pursuant to the actions of the Environmental Quality and Public Works Committee at its committee meeting today, 06/10/2025, I move to place on the docket for reading of the 06/12/2025 council meeting an ordinance effective 07/01/2025 amending certain sections of Chapter 6.20 of the Urban‑County Code of Ordinances related to dumpster service standards as presented at today's Environmental Quality and Public Works Committee meeting and is set in the committee packet. On behalf of the committee, I so move," LaGree said.
Councilmember Morton seconded the motion to place the ordinance on the docket; the council approved the placement by voice vote.
LaGree also moved to approve updates to the city’s engineering manuals as presented in committee to comply with House Bill 443, which the committee said requires objective, ministerial standards in certain engineering and dumpster service determinations. Vice Mayor Woos seconded that motion and the council approved it by voice vote. Both the ordinance placement and the manual updates were described as taking effect July 1, 2025.
City staff who presented to the committee on June 10 included Doug Burton, director of engineering, and John Howard, deputy director of waste management; committee materials and the committee packet were referenced at the meeting as the basis for the proposed ordinance and manual changes.
The committee report noted the matter began as a committee action item at the Environmental Quality and Public Works Committee on May 13 and that a partial report out was provided on June 10 to expedite the single action item that the committee recommended for council consideration. Council approved both motions without recorded roll‑call tallies in the public session; each motion passed on the council’s voice vote.
