Commission gives first reading to districting ordinance adopting Districting Commission map

The Winter Springs City Commission on Monday conducted the first reading of Ordinance 2025-12, which adopts the map and descriptions for the city’s five commission districts as recommended by the Districting Commission.
City Attorney Anthony Garmanise read the ordinance aloud and explained the legal framework under the Winter Springs City Charter. He said the districting commission considered population counts and recommended “scenario 4,” which staff and the Districting Commission reported had the smallest population deviations among proposed scenarios.
Garmanise said the district boundaries are used solely to determine eligibility to qualify as a candidate in a given district; all elections remain at-large. He added the charter requires the Districting Commission to hold public hearings and to aim for population equality among districts. If the commission does not adopt an ordinance within 120 days of the next general election, the Districting Commission’s map becomes effective by operation of the charter, Garmanise said.
Deputy Mayor Cade Resnick moved to approve Item 401 as presented; Commissioner Victoria Bruce seconded. The motion passed with a unanimous affirmative vote.
Commissioners asked a few technical questions about voting-age population (VAP) and allowable deviation, which Garmanise answered by noting the recommended scenario had deviations well under the charter’s acceptable range.
The ordinance was read by title only and advanced at first reading; further action on final adoption will follow the charter’s requirements and any additional public input.
