Commission approves right-of-way vacation for Sutton Crossing (Ace Hardware, Chick-fil-A)

The Winter Springs City Commission on Monday approved Resolution 2025-07 to vacate a portion of public right-of-way east of Tuscawilla Road and north of Michael Blake Drive to allow construction of roadway and stormwater infrastructure for the Sutton Crossing development, which will include an Ace Hardware and a Chick-fil-A.
Terilyn Rolle, director of community development, told the commission the vacation is needed so “the stormwater and infrastructure can be installed,” and that a final plat for the development will return to the commission at a later date.
Deputy Mayor Cade Resnick moved to approve the resolution; Commissioner Mark Caruso seconded. Commissioners voted in favor; the motion passed unanimously.
The action clears a technical permitting hurdle for the commercial development at the intersection of Tuscawilla Road and the Michael Blake area. City staff said the right-of-way vacation will allow the developer to install required stormwater facilities and related infrastructure before the final plat returns for approval.
Commission discussion on the item was minimal; no members of the public spoke on the right-of-way vacation at the hearing.
Next steps: staff indicated the final plat for Sutton Crossing will be scheduled for a future commission meeting after required engineering work is complete.
