Carbon County awards 42-month electricity supply contract to Constellation New Energy at 9.723¢/kWh

Carbon County commissioners voted unanimously Thursday to award a 42-month electricity supply contract to Constellation New Energy at a supply price of $0.09723 per kilowatt-hour, following an online auction of supplier proposals.
A county presenter who led the auction process said the county ran an initial bid to screen pricing and then focused on 36-, 42- and 48-month terms. The presenter said the 42-month term produced the lowest price in the final bid and that Constellation, the incumbent supplier, offered the winning price for that term.
"We ran an online bidder auction for the electricity supply contract... and when we actually populated that term and ran it in this final bid actually came out to be the lowest pricing of the 3 terms," the presenter said. The presenter explained that Constellation’s existing contract had already been reviewed by county counsel, while selecting the other apparent low bidder, FreePoint Energy, would have required additional contract review time.
The presenter also said the county had asked Constellation to consider waiving a June capacity charge of about $2,400; that waiver was outside the auction process and would be handled separately. The supplier contract is expected to begin with the county’s July metering date and will be executed electronically after final document review.
Earlier in the meeting, the board ratified authorization for Apollo Edison through Ingram Engineering to conduct the online auction. The county’s procurement presenter described strong supplier participation in the auction and recommended award to Constellation based on price and contract-readiness.
A motion to award the 42-month proposal to Constellation New Energy at $0.09723/kWh passed with all commissioners voting yes.
The contract award will be followed by final paperwork and an e-signature process; staff said they would update the contract signer fields to reflect current county signatories before executing the agreement.
