City Finance Director Tom Cotter presented the results of the city's annual fraud-risk self-assessment as required by the Utah State Auditor. Cotter said the city scored at a low fraud-risk level on the questionnaire; the assessment covers procurement, conflict-of-interest controls, travel policies, purchasing cards, IT controls and whether the entity has a formal internal-audit function.
Cotter said the only category where the city did not receive points under the auditorframework was the presence of a formal internal-audit function as defined by the rubric; the city performs internal reviews as needed via the finance office. He summarized recent internal reviews and enforcement of policies and emphasized staffwork to maintain controls; no formal council action was required on the report.
