During discussion council members expressed concern about the ordinanceapplying to residential properties, the practical meaning of lumen thresholds (for example, what a 1,000-lumen threshold looks like in a backyard), potential costs to homeowners and businesses, and an item of specific language about fixtures attached to structures. Planning staff and the city attorney suggested a narrow wording change to clarify the provision on visibility off the property. Several council members asked staff to prepare concrete examples and to clarify light levels, fixture types and exemptions before returning the item. The council voted to table the ordinance and asked staff to bring a revised draft and illustrative examples to a future meeting.
