Brigham City Council, functioning as RDA and Building Authority, adopts final FY25–26 budgets

The Brigham City Council, meeting in its redevelopment agency and municipal building authority roles, approved final budgets for the redevelopment agency and the municipal building authority for fiscal year 2025–26.

Finance Director Tom Cotter told members the RDA budget presented to the board is unchanged from the presentation in May and reviewed the agencyproject areas (including West Forest EDA, ED Northwest EDA and the Campus District) and how tax-increment participation works. He said some terminated project areas still carry a fund balance and that this yearcontinuation funding covers substation and intersection work tied to a former X20 project area. Cotter explained the documents are posted in the city packet and on the Utah state auditorwebsite for transparency.

With no members of the public commenting during the RDA hearing, the board voted to close the hearing and then adopted the RDA final budget by roll call. The council then adjourned the RDA meeting and opened the municipal building authority meeting.

Cotter said the municipal building authority exists under state code to finance municipal buildings and related infrastructure and noted approximately $1.5 million remains on outstanding debt tied to the academy building project, scheduled to be retired in 2035. After another short public hearing with no comments, the board approved the MBA final budget.

Both actions were carried by roll call votes with the council announcing the motions and indicating they passed. The council returned to the regular council meeting after the two approvals.
