Riley County planning staff update Keits project; easement outreach underway and permanent easements needed for ~15 properties

Riley County planning director Amanda Webb updated commissioners June 5 on the county’s work related to the Keits (sewer/study) project and associated easements and USDA loan questions.
Webb said most property owners who will need permanent easements have been contacted and are aware; she estimated about 15 owners require permanent easements and additional temporary easements will be needed for construction access. Consultants have met with many owners, but some remain difficult to contact because of locked gates or requests that consultants leave the property. Webb said the county is confirming legal ownership records and will require every legal owner to sign easement documents; that step may add time but protects the county and the project.
Webb also said she had received multiple inquiries from property owners asking whether they could pay off their USDA loan portion early to avoid interest, and she is awaiting guidance from USDA staff on the procedure. Webb said she would send letters to all property owners and consider holding a group session with resources and notaries to help residents execute easement documents when available.
Webb said the county remains within funding agency deadlines but emphasized clear communications to property owners about the implications of delayed easement signatures on project timing.
