Miramar approves five‑year fleet lease with Enterprise; $2 million plus upfitting for 86 vehicles

The Miramar City Commission on June 4 approved a lease‑purchase and maintenance plan with Enterprise Fleet Management to add 86 vehicles to the city fleet — 76 replacements and 10 additions — under an existing five‑year master agreement using Sourcewell contract 030122‑EFM.

Staff requested authority for $1,980,541 in fiscal year 2025 vehicle payments plus a one‑time upfitting cost of $546,750 for emergency equipment, and noted recurring annual payments of roughly $1,192,968 for fiscal years 2026 through 2029. The presentation said the purchases are funded from various vehicle replacement accounts totaling about $2,500,000.

Presenters described advantages of the lease model, including lower upfront capital needs, rightsizing the fleet, younger vehicles at resale and shorter replacement cycles (moving from 10–12 years to roughly five years). Staff said public safety would receive 64 of the new vehicles (police and fire), operations would receive others, and the planned mix includes 81 gas vehicles and 5 EVs.

Commissioners asked about public works vehicle sufficiency and EV planning. Staff said crews sometimes share vehicles depending on assignments and that fleet replacement will continue incrementally; officials noted a planned effort with FPL/partners to install EV chargers at city facilities, potentially enabling a future shift to more EVs for non‑emergency units. The item passed unanimously with recorded yes votes from Chambers, Cherizard, Colburn, Edwards and Messam.
