Miramar awards $1.08 million design and construction management contract for third anaerobic digester

The Miramar City Commission voted June 4 to award a professional services agreement to Hazen and Sawyer PC for the design and construction management of a third anaerobic digester at the city's wastewater reclamation facility. The contract value is not to exceed $1,082,364, with a project contingency of $100,000 for a total authorization of $1,182,364.
Utilities Deputy Director Rolando Taylor explained the city has operated two digesters since 1997 but that effective capacity has diminished due to aging infrastructure, pump and piping deterioration, debris buildup, and formation of struvite. Staff said the third digester is needed to meet anticipated demand, restore system performance and allow cost‑effective rehabilitation of the existing digesters.
The city issued RFQ 24‑09‑47 for professional design and construction management services. Two proposals were received; an evaluation committee ranked Hazen and Sawyer the highest‑scoring, responsive and responsible proposer. The negotiated scope includes coordination, engineering analysis, detailed design documents, permitting support and bidding assistance. Staff recommended a 10% participation plan (CBE/SBE/local).
The commission moved and seconded the item and voted unanimously in favor (Chambers, Cherizard, Colburn, Edwards, Messam). The city manager recommended approval and staff will proceed to execute the agreement and move into design work.
