The Hallandale Beach City Commission approved on first reading an ordinance to impose a non‑ad valorem special assessment for the 3 Islands Safe Neighborhood District. The ordinance sets the assessment area, confirms that parcels within it will be specially benefited by proposed traffic and safety improvements and establishes the assessment method and collection process.
Commissioners discussed the required notice that was mailed to property owners; Vice Mayor Michelle Lazaro said she was "a little troubled with this letter," noting the mailed notice lacked renderings and some explanatory materials and that residents had called commissioners with questions. The City Manager apologized for the manner and timing of the mailing, said staff was working with outside counsel to meet statutory notice requirements and promised an FAQ and a web page with more detail and illustrative information. Staff said postcards and an online FAQ would follow to direct residents to clear, lay-language information about the assessment, payment options and upcoming hearing.
The ordinance passed first reading by roll call vote, with Commissioner Adams, Commissioner Butler, Commissioner Annabel Lee Matab, Vice Mayor Michelle Lazaro and Mayor Joy Cooper recorded as voting yes. The second reading and formal public hearing are scheduled for June 18, when the commission will receive public testimony and consider final adoption.
