Finance staff provided a semi-monthly budget planning update highlighting cash balances, interest on idle funds and revenue and expense projections ahead of budget finalization.
Treasurer/finance presenter (Mister Hutchinson) reviewed unencumbered cash balances and said the district maintains reserves to manage year-round cash flow, pay for unexpected expenses and avoid deferred maintenance. He noted a five-year average cash balance per pupil of about $6,416 and said interest on idle funds is recorded as miscellaneous revenue, frequently in capital outlay.
Hutchinson reviewed that interest revenue has varied widely over recent years and that higher interest earnings helped capital outlay in recent cycles; he also warned that interest and federal funding levels can change year to year. He said the district wants at least one month of payroll in contingency reserves and recommended increasing that reserve as budget planning continues.
The presentation included preliminary projections for inflation, health insurance and classified wage adjustments; Hutchinson said projected additional expenses were roughly $2.5 million in aggregate factors under consideration and that the classified wage study numbers had been included in the projections.
Ending: Hutchinson said staff will bring end-of-year transfer recommendations and other budget items to the June 25 meeting and asked trustees to consider contingency levels and the timing of grants and aid as final budgets are prepared.
