Council approves 4.19% increase to GreenWaste rates and updates franchise MOU to implement SB 1383 rules

The Carmel-by-the-Sea City Council on June 3 approved a 4.19% rate increase requested by franchise hauler GreenWaste Recovery and authorized an amendment to the city's MOU to implement state organics-diversion regulations under SB 1383.
City staff said the independent review by HF&H Consultants raised the requested adjustment from an initial GreenWaste estimate of 2.74% to 4.19% after detailed review of disposal, processing and labor costs. Under the new residential rate schedule, a 32-gallon residential organics collection account will increase from $53.78 to $56.03, a $2.25 change for typical service.
Staff explained that SB 1383 requires jurisdictions to reduce organic waste to landfill and to implement outreach, compliance and waiver systems. Carmel staff said the city has coordinated with GreenWaste on outreach, commercial and residential implementation and on a waiver process; staff reported 23 residential waivers approved and 10 accounts either denied or adjusted. A small share of commercial customers remain noncompliant; staff and GreenWaste are working with those sites.
Council voted to approve the rate increase and the related MOU amendment, and staff said Carmel's share of regional implementation costs is $14,213 for the year, to be covered in the Public Works operating budget.
