North Platte council tables maintenance request for Viera Street after resident produces deed claim

The North Platte City Council on June 3 tabled a request from resident Jerome Viera asking the city to assume maintenance of Viera Street and to reimburse him if he pays for repairs and later produces deeded evidence that the street was dedicated to the city.
Viera, who said he has lived at 2403 Viera Drive since childhood, told the council he and his family believed the street had been dedicated to the city decades ago and described paying taxes while serving in the military. “If I find the paperwork, the city reimburses me for my cost. And if I don't find it, I'll continue to maintain my road,” Viera said at the meeting.
City Attorney Bill told the council he had searched the county register of deeds and city records and found no evidence the parcel is within city limits or that the street was formally dedicated. Bill said, without documentation showing dedication, “the city is under no obligation to maintain that road.” Lane, the city street superintendent, confirmed the property lies outside city limits and noted the city has agreements with Lincoln County to maintain certain road segments but not private drives.
Council discussion focused on options short of an obligation to maintain private roads. Councilmember Lucas moved to table the item until Viera produces the document he referenced; the motion was seconded and approved. Councilmembers and staff suggested possible interim solutions including a negotiated maintenance contract or a fee-for-service arrangement if both sides agree, but no final commitment was made.
The council's action preserves options: staff can review any deed or documentation Viera provides, and the council can revisit the request. For now, Viera agreed to search for the deed and return the documentation to the city for further consideration.
Votes and formal action: Council voted to table the matter until the requested documentation is produced.
