Gavin said she purchased the house in December 2023 and that the detached garage has no utilities; she said she wants a lawn in place of the current concrete and paved surfaces. During a prior site visit, the commission inspected the condition of the garage and surrounding area. Commissioners confirmed the work would be mainly demolition and excavation with placement of loam and grass to match existing grades.
A nearby resident, Angela Guirino, spoke in favor of removing concrete to improve neighborhood drainage. Commissioners asked whether downspouts or other drainage elements would be retained; the homeowner and contractor said they would maintain drainage and use a small infiltration approach (described generically at the hearing).
After closing the hearing, the commission voted to issue a negative determination under the Wetlands Protection Act; staff will provide signatures and the homeowner may proceed once paperwork is complete.
