Courtney, director of public works, described the project as approximately three miles long with multiple roundabouts and significant stakeholder coordination including landowners, school districts and City of Topeka staff. Commissioners were told the county has allocated $27 million for the overall Rochester Road project and that the department expects to let an initial roughly one-mile construction segment in 2029, potentially advertising in late 2028.
Public Works noted the contract was structured as actual expenses up to a maximum not-to-exceed amount as read in the meeting record. Staff described utility relocation and other complexities that warrant an extended design schedule. Commissioners approved the contract by voice vote 3 to 0.
The board did not amend the contract during the meeting; staff will proceed with finalizing scopes and coordinating timelines with affected jurisdictions and property owners.
