Commission approves HHRP project bids and $115,355 change order to convert rehab to demolition/new construction

Taylor County commissioners approved going out to bid on three hurricane-related housing projects under the Homeowner Rehabilitation and Reconstruction Programs (HHRP) and approved change order number 1 in the amount of $115,355 to change a rehabilitation scope to demolition and new construction for a home funded through Community Development Block Grant (CDBG) programs.
Staff presented three proposed projects for solicitation: Sedatra Smith (rehab), Michael Barnes (demolition and new construction) and Randall Copeland (demolition and new construction). Staff said available funds likely would be largely expended after these three projects and that additional applicants may be shifted to alternate programs.
Change order and funding County staff explained that additional hurricane damage and program requirements made demolition and new construction more cost-efficient than rehabilitation for the Dustin Waverly property. The CDBG program now requires that a home built adjacent to a highway include an 80-foot-long, 8-foot-high concrete wall; the wall will cost about $19,300 and is included in the $115,355 change order total. Staff said they have sufficient SHIP match funds available to cover the additional amount.
Board action The board voted to approve going out for bid on the three projects (motion carried) and separately approved change order #1 to convert the rehab to demolition and new construction and to cover the associated $115,355 increase with available SHIP funds.
Ending Staff will advertise bids for the three projects and proceed with the approved change order work under CDBG and SHIP funding rules.
