Supervisors postpone paving project after one easement remains unsigned; set notification and deadlines

County Engineer Scott told the board on June 11 that one outstanding easement was blocking a planned paving project and that the project could be postponed to next year if the easement is not returned. Supervisors discussed options including a short‑term patch or smaller repairs if the project is delayed.
Scott said urban renewal bond requirements set deadlines on spending: the county needs to have 75% of certain funds spent by April next year and 100% spent by September next year; based on that schedule the board could delay the paving until 2026 and still meet bonding requirements if the project is bid in spring 2026 and completed by late summer. He recommended declaring a near‑term deadline for the outstanding easement and notifying affected residents that the project is postponed indefinitely unless the easement is provided by that date.
Supervisors instructed staff to notify property owners in the project area that the paving is postponed because of the unsigned easement and to provide a clear deadline (discussion suggested mid to late June, with follow‑up in two weeks). The engineer said the county can perform interim patching on potholes or critical areas over the winter or until the full project proceeds, and that larger partial projects typically carry higher unit costs than a single larger contract.
The board did not authorize a new pavement contract at the meeting. Instead, supervisors asked the engineer to set two dates: a near deadline for the easement to determine whether the project proceeds this season, and a fallback schedule for bidding if the project is delayed to next year.
