Council awards $194,000 contract for Chamber of Commerce windows and doors

The council approved a contract award to Top to Bottom Contractors LLC for replacement of windows and doors at the Newport Chamber of Commerce building in the amount of $194,000, subject to final legal review.
Ron Welsh, engineering project manager, said the Chamber building (constructed in 1988) needs windows and doors work and that initial requests for qualifications (RFQs) came in over budget. Welsh said he scaled the scope to focus on windows and doors and received a bid just under the approved budget; he also said the other bidder lodged a formal protest that has not resolved to the time of the presentation.
Welsh recommended awarding to Top to Bottom Contractors LLC, and a motion to approve the contract and authorize the city manager to execute it subject to final legal review passed by voice vote after a motion by Councillor Hall and second by Councillor Romago. Councilors noted urgency because the work is best completed before the rainy season and that delaying could increase costs.
Staff said the contractor previously worked on a community shelter remodel and that work scheduling will be coordinated to complete the most critical weatherproofing elements first within the approved budget.
