The La Habra City Council on June 2 adopted a policy implementing the Assembly Bill 2561 requirement that public agencies hold an annual public hearing on vacancies, recruitment and retention efforts.
Human Resources Manager Melinda Rodriguez presented the city's recruitment and retention metrics required by AB 2561. As of May 21, 2025 the city reported 267 budgeted full-time equivalent positions and 28 vacancies (a vacancy rate slightly above 10%). HR reported 2,421 applications received since January 1, 2025 (an average of roughly 110 applicants per vacancy) and an average time-to-hire of approximately 55 days. The department reported an annual turnover rate around 8.6 percent; exit interviews showed most separations were for career advancement, retirement or personal reasons.
Rodriguez and staff recommended and the council adopted a formal AB2561 policy that sets the city's annual reporting process and public hearing cadence; the motion passed unanimously. The policy formalizes staff's commitment to transparency about vacancies, recruitment activity and retention efforts and requires an annual public hearing and metrics update to council and the public.
HR said it will continue to refine recruitment strategies, onboarding processes and data collection to reduce time-to-hire and turnover and will report annually in compliance with AB 2561.
