Council approves setback reduction, plat for Meadow Grove Estates Section 10

Grove City Council on Monday approved Ordinance C16-25 to amend the zoning text for Meadow Grove Estates North Section 10 and, immediately afterward, approved Ordinance C14-25 to accept the development plat for the same section.
The zoning amendment reduces the minimum building line setback for single-family (SF-3) lots from 40 feet to 30 feet and permits decks, patios and similar features to encroach up to 10 feet into the rear-yard setback provided a minimum 20-foot distance to the rear property line is maintained. Council conducted a second reading and public hearing on both measures before voting.
Why it matters: The changes clear the way for the developer’s final Meadow Grove phase to accommodate larger home footprints on relatively shallow lots while preserving a minimum rear-yard buffer. Developers and staff said the adjustment is consistent with nearby developments and addresses lot-depth constraints.
Jim Lipnose, representing Rockford Homes, described the request as part of the company’s “last phase” of Meadow Grove after about 20 years of building in the neighborhood and said the smaller setback helps fit planned homes and rear decks on the lots. Planning staff explained the amendment applies only to the SF-3 portion of the subdivision and reiterated the 30-foot front setback and the 20-foot minimum to rear property lines with a 10-foot permitted encroachment for certain features.
Councilmember Burrows moved approval of the zoning amendment following the public hearing. The roll-call vote as recorded in the meeting transcript: Anderson — Yes; Wilson — Yes; Elk — Yes; Holt — No; Berry — Yes; Dew — Yes; Burrows — Yes; (other recorded affirmations indicated approval).
The companion plat ordinance was approved in the same meeting; Council moved to replace the plat with a version dated May 6, 2025, and approved it following a second reading. The ordinance and plat formalize the approved setback change on the recorded subdivision map.
Background: Planning staff said the plat submitted incorporates the recently approved text amendment. The council treated C16-25 (zoning text amendment) and C14-25 (plat acceptance) as linked items and voted them consecutively during the lands portion of the agenda.
No appeals or remands were raised during the hearing, and staff indicated the amendment is consistent with surrounding development patterns.
Next steps: With the ordinances adopted, the developer may proceed with final lot-level plans and building permit applications consistent with the revised setbacks and recorded plat.
