Council adopts updated master fee schedule, CPI increases and new minor-CUP fee set to take effect

The La Habra City Council on June 2 adopted a resolution updating the city's master schedule of fees for general services, administrative services, community development, building, fire and police services, utilities, and municipal parking penalties.
Staff said most user fees were adjusted by the Consumer Price Index increase for the past year (3.3%) where state law allows. The updated master fee schedule also incorporated the new Minor Conditional Use Permit (MCUP) fee that staff presented earlier; the MCUP fee was tied to the administrative adjustment fee level at $386 pending any larger fee study. Finance staff said fees tied to enterprise funds (water, sewer, refuse) and state-regulated items are not subject to the CPI adjustment in this update.
Per state rule, most of the fee schedule takes effect July 1, 2025; however, community development and certain public works fees become effective 60 days after the resolution's adoption, consistent with state law. Council adopted the resolution unanimously by motion.
Staff told the council the fee update aims to maintain cost recovery for city services while balancing the need to keep fees predictable for residents and business users. Finance staff said a more comprehensive fee study will be completed in coming months, which could lead to further adjustment based on measured staff time and actual processing costs.
