The Clark County Clean Water Commission unanimously approved its 2024 annual report and the February 5 meeting summary at a regular meeting on April 2.
The commission’s action followed a brief discussion about wording and duplicate text in the draft annual report. Commissioners asked staff to incorporate edits that clarify a recommendation for the county to assess projects at a watershed scale rather than solely project-by-project, and to remove repeated paragraphs on pages 10 and 11. Alice Millward, Clean Water Division staff, said she would make those edits, circulate the revised document for signature, and post the final report on the county website.
Why it matters: the annual report is the commission’s public record of accomplishments and recommendations and serves as the basis for the commission’s presentation to County Council. Commissioner members said the report should emphasize cumulative watershed impacts from development and better identify agencies for collaboration.
After discussion, a motion to approve the February 5 meeting summary and a subsequent motion to approve the 2024 annual report as amended were moved and seconded. Both motions passed unanimously; the commission authorized staff to finalize editorial changes and distribute the signed report by DocuSign and on the county’s Google Docs and website.
Commissioners identified several specific text edits during the review. One commissioner asked that the report’s language on page 8 be revised to read, in effect, that the commission “continues to advocate for a more collaborative approach in the county’s policies, planning, and projects” and that staff delete repeated sentences on pages 10 and 11. Alice Millward confirmed she would implement the agreed edits and circulate the final document to commissioners.
The commission also discussed next steps tied to the annual report: preparing a presentation for a County Council work session scheduled for June 4 to summarize accomplishments and the commission’s 2025 priorities. Staff said the chair and vice chair traditionally present but that the full commission should plan to attend in person if possible.
Votes at a glance: approve minutes and annual report A commissioner moved to approve the Feb. 5 meeting summary; the motion was seconded and carried unanimously. A commissioner moved to approve the 2024 annual report as amended; the motion was seconded and carried unanimously.
Staff follow-up: Millward will (1) incorporate the textual edits agreed by commissioners, (2) complete the DocuSign circulation and posting process, and (3) share the final report with commissioners and with County Council staff ahead of the June 4 work session.
