City planning staff told commissioners they evaluated existing alcohol licenses within a 500‑foot buffer around the site and concluded adding an off‑sale beer-and‑wine license would not create an overconcentration or a nuisance. Staff recommended approval.
The applicant said the store would retain its grocery orientation and would dedicate a roughly 12‑foot shelving section to beer and wine rather than convert the shop to a liquor store. The applicant described most of the business as international groceries and said food items would remain the principal inventory.
Commissioners asked about the intended inventory mix and whether the store would shift away from groceries; staff and the applicant said no city ratio is imposed and that the Alcoholic Beverage Control (ABC) may have rules but the city does not set a grocery‑to‑alcohol percentage. No members of the public spoke on the item.
The commission’s formal action approved the use permit as presented. Staff and the applicant were available to answer follow‑up questions about the floor plan and the location of the alcohol display in the store.
The approval allows the applicant to pursue an off‑sale beer and wine license; any separate ABC requirements remain with the license applicant.
