Rome staff: interior train-station repairs over budget; roof and exterior work proceeding

Commissioner Giuliano told the Rome Common Council on May 28, 2025 that engineering work on the city’s train station is complete and that exterior repairs funded by a $500,000 ARPA allocation are moving toward contract execution.
"I prepared a brief update on the train station interior and exterior work, that was generated per the ARPA 500000 dollars," Commissioner Giuliano said. He listed planned exterior work: rubber roof repairs, brick parapet repair, painting upper-platform steel and replacement of front doors on the Martin Street side.
Giuliano said the city did go out to bid for interior repairs — to address EIFS (exterior insulation and finish system) and structural failures on the ceiling and walls where scaffolding is installed — but the lowest bid returned was about 200% over the budgeted amount. "That budget that price came back, about 200% over budget," he said. He said staff are working with the contractor to value-engineer the scope to reduce cost and target completing enough interior work this summer to remove the scaffolding and reopen the tunnel. He added that stairway work was not part of the collapse-related repairs and is not currently funded.
Councilor Dursley requested the update during the meeting; Commissioner Giuliano answered questions about next steps and timing. The council did not take a vote on additional funding at the May 28 meeting; Giuliano said staff are seeking to pare back the interior scope to fit available funds.
The update indicates exterior contract execution is near for the roof, parapet, painting and door replacement while interior work remains under negotiation due to higher-than-expected bids.
