The Upland City Council approved the consent calendar on May 27 and separately approved item 10J, which authorizes use of $500,000 derived from the sale proceeds of surplus land to support the parking-structure construction plans.
Council members discussed the funding source before the vote. City staff explained "The funds that we're getting come from the sale of their property on Stull," and that the proceeds originated from surplus parcels sold by the transit authority; WPH Holdings purchased two linear parcels and received entitlements for multi-story housing. Staff described the $500,000 payment as coming from those sale proceeds and said the council could request an additional $1.1 million a year later, at the transit authority's discretion.
Councilmember Zuniga announced a conflict of interest on item 10J because he leases property within 500 feet of the proposed parking structure and left the room for that vote. The council moved the consent items (A, B, C, D, F, G, H, I, K, L) and then took a separate vote on item 10J. The motion for item 10J was seconded and approved by the members voting; council members on the record said "Approve" during roll call.
Why it matters: the $500,000 is not drawn from the city's general fund, staff said, but from proceeds tied to the sale of transit-authority parcels; the council may seek more funding later but that additional amount is not guaranteed.
The minutes will reflect Councilmember Zuniga’s abstention/recusal on item 10J due to the proximity of his leased property.
