The board unanimously approved a second guaranteed maximum price (GMP 2) on May 27 for the Edward C. Reed High School modernization project, advancing construction of academic and athletic improvements under the district’s facility modernization plan.
Plenium Builders, the project’s construction manager at risk (CMAR), will proceed with GMP 2 at $68,697,213 for trades and subcontractor scopes plus an owner’s contingency of $4,219,467, producing a total program authorization of $72,916,680. Trustees voted 7–0 to approve the GMP and the contractual owner-CMAR agreement.
Scope highlights: procurement and project staff described GMP 2 as an approximately 70,000-square-foot package of work including music and athletic additions, learning-space expansions, single-point-of-entry security upgrades, a new stadium press box and grounds support buildings, and a synthetic-turf football field. Earlier in the project the board had previously approved a separate GMP to secure long-lead items (switchgear) and the board approved construction-phase funding in February to move the project into the subcontractor scope phase.
Local subcontracting: April Anderson, assistant director of procurement and contracts, said the CMAR solicited subcontractor bids for 46 trade packages and received multiple bids on most scopes. She reported about 70% of the subcontractors selected are local Northern Nevada firms.
Schedule and next steps: staff said construction will begin as soon as school lets out and is expected to complete in the fall of 2027. The CMAR will manage trade contracts and notify the board of any material changes to scope or contingency use.
Trustee remarks and student impact: trustees praised the project’s community and student benefits, including upgraded band and athletic facilities and indoor learning spaces. Trustee Westlake read a note from a Reed senior who said she will not personally benefit as a graduating senior but was excited for future students who will practice on a modern field without improvised parking-lot markings.
Board action: Trustee Westlake moved to approve GMP 2 and the owner contingency; Trustee Mayberry seconded. The motion passed 7–0.
Ending: the board authorized the CMAR agreement and owner contingency and the district will begin procurement-to-construction transition work this summer.
