City staff briefed the Oshkosh City Council on options for replacing aging utility-owned street lights and recommended continuing the current practice of relying on Wisconsin Public Service (WPS) replacement standards while budgeting upgraded black fiberglass poles only for designated corridors such as Jackson Street.
The presentation, led by Jim (staff member), outlined three primary options: maintain the status quo and accept WPS standard wood-pole replacements; budget city funds to buy upgraded black fiberglass (or aluminum/steel) poles for city-wide or corridor-specific replacement; or allow neighborhood or private groups to pay for upgraded fixtures in limited areas. Staff said the existing approach minimizes upfront budget impacts but yields a patchwork of pole types across neighborhoods.
The council discussion focused on costs, consistency, safety and long-term ownership. Jim said the city owns about 1,750 street lights and WPS owns the remainder of the roughly 6,750 total lights in the city. He told the council the official design life of a typical pole is 20 years but that in Wisconsin functional life can approach 40 years because of lower UV exposure and milder wind loads. He said WPS had identified about 10 concrete poles it considered near end of life on the city’s northeast side and some structurally deficient fiberglass poles on Jackson Street.
Staff described how WPS handles replacements: distribution poles (those carrying utility wires in addition to lights) are typically replaced by the utility at no cost to the lighting customer and are usually replaced with standard wood poles; dedicated lighting poles can be replaced with a wood pole with either a monthly rental option or an upfront payment (staff said customers historically paid about $1,500 per pole to avoid a monthly contract). Jim noted the utility no longer offers some earlier monthly-fee options for certain pole types, and that replacement terms can vary depending on whether the pole is on a WPS replacement plan.
Councilmembers raised several recurring issues: the aesthetic impact when concrete or fiberglass poles are replaced with wood, the precedent set on Jackson Street where the city agreed to pay the upcharge for fiberglass poles and treat like-for-like replacements for that corridor, and the budgeting and operating impacts of acquiring lights-only infrastructure. Jim said Jackson Street had been treated as a corridor where the city covered the upgrade; he said there was no formal vote establishing a citywide policy but staff and council had previously given general direction to budget for corridor upgrades.
On operating costs and ownership, staff said the city typically installs its own black fiberglass or aluminum fixtures when it reconstructs a street and the project scope (about five or more lights) makes installing a city-owned service cost-effective. Jim and other staff reported the city has four electricians on staff; councilmembers asked staff to model whether hiring additional electricians and acquiring lights-only infrastructure (metered at a transformer) would produce long-term savings versus continuing to pay WPS monthly fees and accept utility-owned poles.
Councilmembers emphasized competing priorities. The mayor said limited additional funding would be better spent adding lights in neighborhoods with higher crime rates rather than paying for more decorative poles. Other members asked staff to return with a cost/break-even analysis showing (a) the math behind the current five-light threshold for installing city-owned service, (b) how many clusters of five WPS-owned lighting-only poles exist now, and (c) the long-term operating and staffing impacts of owning more lighting infrastructure.
Staff recommendation: continue the current practice (status quo/WPS standard for WPS-owned poles; city-owned black fiberglass/aluminum poles for reconstruction projects and limited corridors) and pursue city-owned installations where the five‑light rule or reconstruction projects make service installation economically viable. Council asked staff to prepare a follow-up analysis on acquisition scenarios, long-term operating costs, and the staffing implications before changing policy citywide.
The discussion closed with council direction for staff to study the fiscal and operational implications and return with recommended options; no formal vote or ordinance was taken during this meeting.
