Las Mangas explained the city’s negotiation with adjacent property owners as part of the Founders Parkway corridor project. The city needed right-of-way to complete Founders Parkway between Andover Road and Sunflower Lane and negotiated with Atwoods Incorporated to obtain a necessary segment and a remnant that would have been unusable without the swap.
Staff said Imprise (Emprise) Bank requested that the right-of-way dedication be vacated so it could receive clean title to the remnant property as part of an agreement that will allow the bank to relocate ATM services and other functions to that remnant. Planning commission recommended the vacation of the excess right-of-way.
Council members asked about proximity of the bank building to the roadway and possible safety issues; staff said there is roughly 25 feet from the face of the building to the sidewalk (5-foot sidewalk plus a 3-foot landscape strip plus setback) and that transformers/utility equipment at the northeast corner create a barrier. Council moved to recommend approval of the vacation; the motion passed 6-0. Staff said construction on the road is expected to be bid in the first quarter of 2026.
No changes to the land-swap terms were recorded at the meeting. Staff will proceed to clear the title as directed.
