Council approves Vista Ridge Second Edition Phase 1 planned development, public-improvement petitions and construction ordinance

Las Mangas and city staff presented the final planned unit development (PUD) plan and final plat for Vista Ridge Second Edition, the eastern portion of the Pratt property across Central Avenue. Ritchie Development is the developer; the submission covered a phased portion of the subdivision representing roughly a third of lots in the overall subdivision.
Staff described public improvements proposed for storm drainage, storm sewer, paving, water and sanitary sewer and said the developer has provided financial guarantees. Reserve A and Reserve B on the plat were identified as areas for drainage and landscaping/retention. The planning commission had approved the final PUD and plat prior to the council hearing.
Council moved in sequence to accept dedications of land reflected on the plat, accept the petitions and approve the developer's agreement guaranteeing public improvements, and adopt an ordinance authorizing construction of the internal improvements. Each motion passed unanimously, recorded as 6-0.
Staff said the developer is phasing lots into smaller groups as is common practice and that bonds or financial guarantees are tied to actual costs and can be revised down after bids are received. No amendments to the petitions were recorded during the meeting.
