Council approves four Andover Business Improvement Grant awards totaling under $40,000

The city approved awards to four businesses from the Andover Business Improvement Grant program, leaving roughly $15,000 unallocated for incomplete applications.
Las Mangas, director of community development, presented the Andover Business Improvement Grant (ABIG) committee's recommendations after the committee reviewed eight applications and found four sufficiently complete for award consideration. He told the council the four recommended awards did not exhaust the program's $40,000 budget.
Las Mangas said the four selected projects left “a little over $15,000” available to consider the remaining applicants if they submit complete estimates. He said the program was expanded from a previous focus on Andover Road to include any business in the city, in response to public feedback during the comprehensive plan engagement.
Council members discussed whether the grant program should be open year-round to help new businesses that open outside the application window. Las Mangas and others noted the program has historically had more demand than funding.
A motion to accept the committee's recommendations passed unanimously 6-0. The approved awards were $4,494.63 to Andover Chamber of Commerce, $2,279.59 to Family Physicians of Kansas, $15,000 to Watercrest LLC and $3,016.73 to Andover Family Counseling LLC. Council members said the program has been underutilized in the past and that the governing body has recently encouraged take-up.
No additional conditions or follow-up were recorded beyond the standard awarding process.
