"This is a district that's made it clear that racism isn't punished. It's protected," Plank said.
She said she had compiled a one-inch stack of documents about the incidents and that she would continue to press the district for action: "I'm done being polite about pain... I am the agitator. I'm the one who stirs things up, who breaks the silence, who demands the conversations no one else wants to have."
