Midwest City Council approves plats, landscaping and board changes; awards trail and stormwater contracts

The Midwest City Council voted to approve a package of routine and policy items at its meeting on May 20, 2025, including two minor plats, amendments to city landscaping rules and the tree board, reauthorization of the Police Community Advisory Board and contracts for maintenance of the Skip Mountain Bike Trails and trenchless stormwater pipe repair.
Council approved two minor plats that planning staff said met subdivision and zoning requirements. Planning staff reported both applications met state and local notification requirements and received unanimous recommendations from the planning commission. The council approved the minor plat for RS and Sons Investments at 10319 LaJean Drive and a plat related to O'Reilly Automotive at 9809 SE 15th Street.
Council amended the municipal code to clarify landscaping requirements and to explicitly give council authority to set hours and restrictions in special use permits. Planning staff said the change would let developers propose alternative tree placements when conflicts with utility easements exist and that the planning commission recommended the ordinance unanimously.
The council also approved an ordinance revising rules for the city tree board, extending appointment windows and making standing committees discretionary. The revised ordinance adds a measurable expectation that the tree board apply annually for the Arbor Day Foundation—s Tree City USA growth award.
Separately, council adopted a resolution readopting the Police Community Advisory Board. The mayor and police officials said the board had met regularly since 2015 and provides community oversight and review of use-of-force and major incidents.
On contracts: by unanimous vote the council approved a no-cost maintenance agreement with the Oklahoma Mountain Bike Association to maintain the Skip Mountain Bike Trails at Soldier Creek Industrial Park and accepted staff recommendations to award trenchless stormwater pipe restoration contracts for five locations. Public works staff described two trenchless methods to be used: a UV-cured cured-in-place-pipe lining (CIPP) and a spray-in-place lining method; the council authorized the city manager to execute the awarded contracts.
The council handled a number of routine consent items by single motion, removing one item for discussion before approving the remainder.
