A staff presenter told the council the change codifies long‑standing practice and was recommended for approval. Councilmembers asked whether labor unions had concerns; the presenter responded he was not aware of any unhappiness from union representatives.
A motion to introduce and adopt Urgency Ordinance 1131 was seconded and passed unanimously. Under the urgency process the ordinance takes effect immediately. The measure was framed by staff as a technical codification of existing administrative authority.
