Scotts Valley council adopts FY25‑26 user fee schedule with 4% baseline increase

The Scotts Valley City Council unanimously adopted Resolution No. 1198.79 on Wednesday, approving the fiscal year 2025‑26 user fee schedule and associated changes following a public hearing.
Admin Services Director Veil told the council the schedule updates an NBS study completed in 2024 and carries forward an administrative practice of annual review. Staff proposed a 4% baseline increase to fees that are eligible for annual adjustment; by statute‑controlled fees and recreation fees (which follow a calendar year schedule) were not included. The staff presentation also noted clarifications to engineering, security alarm and tobacco licensing fees and removal of the solicitor permit from the schedule following recent business license ordinance changes.
No members of the public spoke during the hearing. Following discussion, a council member moved to adopt Resolution No. 1198.79; another member seconded and the council voted unanimously to approve the resolution.
The resolution will update the city’s published fee schedule, take effect according to the schedule included with the resolution and allow the city to charge updated fees for applicable permits and services. Council members thanked staff for the detailed review of fees and for avoiding unusually large or unexpected increases in specific line items.
