Council debates revised rules on council-initiated agenda items, committee to take questions to GBA

Council member Baker raised questions about a proposed change to the council's rules and procedures during discussion of the draft revision on May 22. The change would require council-initiated agenda items to be routed through the presiding chair (mayor) before appearing on a work session agenda.
Baker asked whether this was a change from current practice and whether the council could still introduce items on the day of a meeting under the current rules. A member of the procedures committee (committee representative) said the draft simply clarifies an existing informal practice and aims to streamline agenda setting. "This was an attempt to try to clarify and create more distinct process because I think, you know, up until now, there hasn't been a distinct process," the committee representative said.
Baker also asked about removal of a provision that allowed introducing an item on the day of a council meeting with five votes; committee members said they would check the reasoning and follow up and the council directed the matter to GBA (Government, Business & Administrative) for further consideration.
Why it matters: Council rules govern how issues reach the body and how quickly members can place items on the agenda. The proposed change drew questions about preserving an emergency, day-of-introduction mechanism.
