Council awards Paradise Drive pavement rehab contract; project will be funded through FY26 CIP

The Town Council authorized the town manager on May 21 to award a contract to Argonaut Constructors Inc. for the Paradise Drive pavement rehabilitation project and to execute related construction management services.
Public Works staff said Paradise Drive (the segment identified in the town’s pavement management plan) currently has a pavement condition index (PCI) near 50 and is classified as an arterial segment requiring comprehensive rehabilitation. Bids were opened on May 8. Argonaut Constructors submitted the low responsive bid at $1,472,837.50. Staff recommended awarding the contract, accepting a construction‑management proposal from Pavement Engineering (about $193,375) and authorizing contract change orders up to 10% of construction cost to address unforeseen conditions during work.
Council approved the award and the town manager’s authority to execute the construction contract and to approve change orders up to the 10% contingency. Staff said the project funding will be included in the FY26 capital improvement program; the procurement action authorizes award now so construction can start in the upcoming paving season. The vote was unanimous.
The project scope includes repaving approximately 0.53 miles of Paradise Drive, improvements to the gravel parking area adjacent to parks (if necessary or funded separately), and standard traffic and erosion controls during construction. Staff said the town has coordinated notice to county road authorities where the town pavement adjoins county jurisdiction and that any county work would be reimbursed or coordinated as needed.
Council members asked for mapping and PCI details for the broader town pavement program; staff said the full pavement condition map will be provided to council and included in the FY26 CIP materials.
